Data Governance
Data governance drives convergence of data quality, data management, data policies, business
process management, and risk management of the data in an organisation. Through data
governance, organisations move to exercise end-to-end control over organisational data.
Entity applies a structured principle-based framework to implement an effective Data Governance
practice within any organisation. Our engagement methodology acknowledges that data governance
is a continuous journey from a current to target state. The methodology is set up to correctly and
appropriately position data governance as a business-owned and driven practice that seamlessly
integrates with IT governance and data management processes.
The six data governance principles that we apply, define that:
1. Data must be governed and owned by the business functions that own it;
2. There must be an agreed description of data and its meaning & purpose to the business
understood;
3. Data quality must be defined, measured and managed across all applicable quality
dimensions;
4. Principles of access need to be established; the data lifecycle, storage, privacy and
security;
5. How data is used and shared needs to be agreed; how systems are integrated; and
6. Which data needs to be controlled, and how and by whom, needs to be established so
that business applications can be successfully implemented.
The terms of reference for a data governance engagement are flexible and can include all or selected
interventions sequentially ranging from:
- Data Governance education and training (tailored for all levels of management)
o A short-term intervention where Entity runs tailored education and training sessions
for Executive, Senior, Middle and Supervisory management teams.
Outcomes: Management team(s) committed to the principles of data governance and an
agreed mandate for data governance within the organisation
- Data Governance Council establishment and initial Work Stream development
o A medium-term intervention usually on behalf of the CDO or Data Manager
(typically 8 to 12 weeks (Scope (range, reach, depth) dependent)) that includes:
- Education and Training sessions (all management levels, data stewards and data
owners)
CMMI Assessment (template driven) - Policy and/or Directive development (signed-off)
- Work Stream Development (DG principle aligned)
- Data Governance Council establishment (Initial Agenda(s))
Outcomes: Educated stakeholders and a functioning Data Governance Council and active
governance work streams being managed
- Oversight or Project Management of agreed Work Streams
o An extension of the above engagements where Entity oversees, or project manages,
the implementation of all or selected work stream initiatives.
